  "message": "VOL-1030 Ignore bulk flow update if OLT is operational down.\n\nThis seems to fix voltha from \u0027hanging\u0027 when the openolt\ndriver is killed. Not entirely certain why - but it appears\nthat, when the gRPC connection is lost, the logical device\u0027s\nstate is made to be down. This causes ONOS to delete flows\ntrigerring the bulk flow update to the adapter. The adapter\nattempts to make gRPC calls to the driver which fail after\nconnection timeouts.
