      "message": "VOL-1839: PacketOut now checks for different types of q-in-q and modifies appropriately\n\nRemoving the innerVLAN is erroneous if the outervlan is type 802.1ad (88a8)\n(bbsim tester uses this)\n\nFixing this revealed that the ethernet library being used cannot handle\n802.1q 802.1q double tagged packets.
