[VOL-5545] Update protobuf dependency to support protobuf 4.x

Remove protobuf<4.0.0dev upper bound and update googleapis-common-protos
to allow installation alongside voltha-protos 5.7+ which requires
protobuf>=4.25.0. Bump version to 1.18.2.
